Since the closure of the Bay County Humane Society in 2020, new rescue operations have been forming in our area. Networks of home-based volunteers are depending on private donations to care for the overflow of stray and surrendered animals. Bay County now has 4 locations available to view an adoptable pet in person: Castaways in Callaway, Salty Cats in Saint Andrews, Lynn Haven Animal Control, and Bay County Animal Control on HWY 231. This directory lists all currently adoptable pets in shelters and in foster care in Bay County, FL.

Quincy's Hope Canine Coalition
Located in Lynn Haven, FL, Quincy's Hope was founded with the belief that every dog's life has value. They work closely with shelters near and far to help reduce the rate of euthanasia for dogs in the eleventh hour. Quincy's also provides spay/neuter, food assistance and other services to those less fortunate in order to keep pets with their families.
BFF Rescue
Located in Panama City, FL. BFF rescue is dedicated to saving abandoned animals throughout Bay County, FL. They frequently pull litters of puppies from high-kill rural shelters."Most are fostered in my own home and a few are with the small network of friends that occasionally help out when they can! Money for vetting and food comes out of my pocket or my foster's unless we are able to raise funds through fundraisers."
Mewtew's Refuge
Mewtew’s Refuge is a foster-based cat and kitten rescue in Youngstown, FL . Their programs are funded entirely by private donations. They currently have a population of 200+ cats. Volunteers keep the organization going through generous donations of time and resources. "One kitty may not change the world, but for that one kitty, you have changed his whole world."
Animal Haven Rescue
Located in Panama City, FL. AHR focuses on animal rescue through fostering and adoption of feline companions. AHR provides rehabilitation, veterinary care, vaccinations, and spay or neuter for kittens and cats in Bay County, Florida. Their volunteer home-based fosters take in stray, neglected or abandoned cats and kittens into their homes and give them the love and care they need.
Castaway Cats and Dogs
Founded by a group of vet techs at Operation Spay Bay in Panama City, FL. The Castaway team focuses on companion animals whom are at risk for euthanasia by pulling from shelters, rescuing those who have been abandoned and supporting TNR assistance for community cats. They provide medical attention, spay and neuter services, vaccinations and strive to secure a second chance at life that all castaways deserve.
9 Lives Kitty Rescue
In an effort to save lives and lessen the euthanasia impact in Bay County, Nine Lives Kitty Rescue provides a rehabilitation and lifesaving program based in Panama City, FL. Animals in this program are usually too young or too sick to survive in their current environment. Nine Lives Kitty Rescue takes these vulnerable animals and places them into a foster home until they are eligible for adoption.
Lynn Haven Animal Shelter
Located at 1750 Recreation Dr, Lynn Haven, FL. This shelter uses 24PetConnect.com to list animals currently available for adoption. To view, click the link below, then add the zip code 32444 to the location filter. The shelter is open to the public on weekdays (except Wednesday) and Saturdays 8-noon.
Bay County Animal Control
With only a $25 fee, BCAC is the most affordable option for pet adoption in the county. Adopting from BCAC can directly save a companion animal from risk of euthanasia. The shelter is open 5 days a week (closed Sun/Wed) for adoptions at 6401 Bay Line Dr, Panama City, FL. BCAC works dilligently to coordinate with all rescues in Bay County to find fosters for adoptable pets whenever possible. Unfortunately the volume of surrenders has been a huge challenge.
The Hard to Hear Part
In Bay County, we're still picking up the pieces from a few rough years. Great progress has been made to rebuild, but the problem of insufficient housing for stray and surrendered animals has been growing in our area. Euthanasia rates in Northwest Florida are way above state averages compared to population size. On average, NWFL counties are euthanizing 50%-60% of intakes.

Alaqua Animal Refuge
Located in Freeport FL, Walton County, Alaqua believes that every abused, neglected and homeless animal deserves a second chance. Alaqua is currently in the midst of relocation and expansion, constructing a one-of-a-kind facility on 100 donated acres. Farm Animals and Tropical Birds are also available for adoption.
Unfortunately there are still more weekly surrenders than available space and resources in Northwest FL. Alaqua also maintains a courtesy page where owners can list their pets and potential adopters can contact them directly.
30A Cats
Just west of Bay County, 30A Cats serves South Walton county. They are a group of volunteer animal lovers who have individually spent years wrangling, rehabbing and adopting out cats and kittens. They are focused on TNR (trapping, neutering, releasing), finding loving homes for rehabbed kittens and cats, and providing educational resources to the 30A community.
Casey's Pawsitive Stars (C.P.S Rescue)
CPS Rescue is located in Jackson County, FL. Their mission is to sit & wait with abused and neglected animals in rural Northwest FL. They Sit and talk. Sit and reassure.
Sit and meditate. Sit.. to just.. sit.

Saint Joseph Bay Humane Society
St. Joseph Bay Humane Society is located just north of downtown Port St. Joe, FL. They serve all of Gulf County, FL and work in tandem with nearby Animal Control. They take in more than 500 animals every year. Dedicated to relieving animal suffering, preventing animal cruelty, promoting human education and enhancing the animal and human bond. The shelter is open to the public Tuesday-Saturday.
The Lucky Puppy Rescue
Since 2008, thousands of neglected, abandoned, and abused dogs in the Florida panhandle have been saved by Lucky Puppy. At the 125 acre farm in Bonifay, Florida, they are fed, vetted, cleaned, socialized, fixed, and cared for until they are ready for adoption. Many are transported on a 24 hour bus trip to Lucky Puppy New York where they will seek their forever families. Available dogs are listed on Petfinder. ***Those that are still in the panhandle have FL beside their names.
Champ's Chance
Located in Quincy FL, Gadsden County, Champ's Chance is dedicated to finding loving homes for animals in need and promoting responsible pet ownership in the community. Their mission is to rescue, rehabilitate, and rehome as many animals as possible, with a focus on those who are often overlooked or considered harder to adopt.
Valhalla Rescue
Another rescue in Quincy, FL, Gadsden County. Valhalla Rescue Center fights the battle against animal cruelty and provides one-on-one personalized attention to each dog in their care. VRC's mission is to give every dog a chance at a happy and healthy life and to make a difference in the world, one life at a time.
Partners for Pets
Located in Marianna FL, Jackson County. Members and volunteers provide the momentum that helps do good work. Using community driven models, their goal is to take actions that make a long-lasting difference. They still need the community's help to raise money to replace the current shelter building that was almost completely destroyed by Hurricane Michael on October 10, 2018.
Road Dogg Rescue
Located in Fort Walton Beach FL, Okaloosa County. Road Dogg Rescue is a 501(c) non-profit that saves dogs across the FL Panhandle from unfit living conditions and from being euthanized in kill shelters. They also offer transport to the low cost spay/neuter clinic. They are a 100% foster-based rescue; supported by a loving network of volunteers.
Saving with Soul
Saving with Soul is a fast-growing group of devoted animal rescuers based in Crestview, FL, Okaloosa County. They specialize in finding shelter animals forever homes through an extensive foster program and weekly adoption events. They pull homeless animals from shelters in Okaloosa, Walton and Santa Rosa Counties; between 10 and 50 animals per week.
P.A.W.S
Located in Fort Walton Beach FL, Okaloosa County. PAWS stands for Panhandle Animal Welfare Society. Their Humane Services Division has an Adoption Center and Vet Clinic. PAWS HSD works alongside the Animal Control Services Division to enforce animal related ordinances, investigate animal cruelty, take custody of strays, provide police and fire dept support and educate residents about responsible pet ownership.
